there has been a small increase recently but from 14 to 8 is quite a big drop in one year. maybe I'm playing at the wrong times.

I'm afraid thats mostly due to 3o getting a fancy server as well. But not too sure. Might be that everyone indeed is leaving UT2k4, but hey, we're still having enough fun, and there are still more than 8 active VCTF clans in europe, so I'm happy with it.
